JULY 13, 2009 - Two woman were killed when the vehicle they were riding in was struck by speeding driver suspected of being under the influence, authorities said. Rosemary Louise Webb, 75, and Toni Michelle Webb, 43, both of Whittier were passengers in a 2009 Dodge pickup truck driven by 53-year-old Kenneth Webb of Whittier. As they traveled west on Interstate 10 in Cactus City about 11 p.m., their vehicle was struck by a 2000 Toyota sedan that had been involved in an earlier pursuit, according to the California Highway Patrol. Both vehicles spun out of control upon impact and rolled onto the median, authorities said. The driver of the speeding car, identified as 23-year-old Steven Samuel Chavez of West Covina, fled the scene on foot but was captured by CHP officers a short time later. About 40 minutes before the collision, Chavez had led police on a brief chase after speeding off during a traffic stop on I-10 near Dillon Road. The pursuit ended when the officer lost sight of the car. A left-rear passenger in the truck, Elaina Tomlin, 45, of Whittier, suffered major injuries. Kenneth Webb and a 12-year-old occupant of the pickup sustained minor injuries. All three were transported to Desert Regional Medical Center in Palm Springs. Toni Webb was riding in the right rear passenger seat, authorities said. She was not wearing a seat belt and was ejected from the vehicle. Rosemary Webb was riding in the front passenger seat. Chavez was briefly hospitalized and then arrested on suspicion of murder, driving under the influence, evading an officer and additional charges. His bail was set at more than $1 million. The CHP is continuing to investigate the Riverside County car accident.
